Superior health and wellness benefits

The Group Health Insurance unit manages and maintains medical, dental, life insurance and supplemental benefits for employees and retirees of the government. As a component of Health Insurance, the unit also manages a wellness program for the Government of the Virgin Islands.

Annual Open Enrollment

Open Enrollment starts from Monday, August 12, 2024, to Friday, September 13, 2024. During this time, active government employees and retirees can enroll in or modify their health and life insurance plans and update beneficiaries.

For active employees, retirees, and human resource officers, in-person and separate virtual sessions are available. To view the session schedule, go to www.gviwellness.org.

New benefits and changes will take effect on October 1, 2024, and can be viewed on Bentek, our comprehensive online benefits management system. Senate Approves New Health Insurance Contract: Updated Premiums and Rates Effective October 17, 2024

The Senate has approved the GESC Board’s proposed Health Insurance Contract, and, as a result, the new health insurance premiums will go into effect on October 17, 2024, with the Government, as the employer, absorbing an increase of 4%, and active employees and retirees also responsible for their 4% increase portion. Title 3 Section 6 states that the Government Employees Service Commission shall be composed of seven members. Five members shall be appointed by the Governor with the advice and consent of the Legislature, two of whom shall be citizens residing in St. Thomas, one shall be a citizen residing in St. John and two shall be citizens residing in St. Croix. The remaining two members shall be employees of the Government of the Virgin Islands, one each from the District of St. Thomas/St. John and the District of St. Croix, who shall be democratically chosen by the other government employees in a manner determined by the Director of Personnel.

All members shall serve for a term of two years.Section 631 Refers to the Health Insurance Board as having the responsibility for the proper operation of the Government health insurance plan, which includes and authorizes a life insurance plan. The board is empowered to adopt rules and regulations relating to:

the eligibility of (a) active and (b) retired employees of the Government of the United States Virgin Islands to participate in the health insurance plan.
the terms and conditions of the insurance contract or contracts, as applied to (a) active employees and (b) retired employees,
the purchase of such insurance contract or contracts and the administration of the health insurance plan.

The Government of the US Virgin Islands provides superior health benefits to our retirees. Retirees under 65 years of age are covered by CIGNA Healthcare and retirees over 65 years of age are covered by United Healthcare.
