Superior health and wellness benefits
HELP US BUILD A HEALTHIER GVI!
The Division of Personnel’s GVI Wellness Program is inviting qualified vendors, consultants, and organizations to submit proposals for fresh, engaging, and culturally relevant wellness programs designed to support the health and well-being of GVI employees and retirees.
We are seeking innovative programs and services in the following areas:
- Physical Wellness
- Nutritional Wellness
- Mental & Emotional Wellness
- Preventive Health & Chronic Disease Management
- Work-Life Integration & Social Wellness
Proposed programs may include one-time events, workshops, seminars, or multi-session activities and may be offered throughout the U.S. Virgin Islands, including St. Thomas, St. John, and St. Croix. The GVI Wellness Program initiatives, operate within an annual budget pre-approved by Cigna as part of the GVI Wellness Program cycle, which runs from October through September.

Open Enrollment - August 10 to September 11, 2026
During this period of enrollment you may make changes to benefits, add or drop dependents, and update life insurance beneficiaries! To aid you in these important decisions the Division of Personnel has scheduled Benefit Forums to assist attendees with questions.

Your GVI Group Health Insurance Plan
Insurance Rates
Please note that while the current plan benefits and coverage remain the same, premium rates will increase. These adjustments are the result of annual rate negotiations and reflect the rising costs of healthcare services and claims utilization.
Deductibles
While rates are increasing, your deductible amounts will not change. On January 1, 2026, all deductibles will reset back to zero.
Active Employees: Payroll Deduction
For active employees, the new rates will be reflected in your payroll deductions beginning with the first pay period in November (11/13/2025). Please review the chart below to see how the changes may affect your contribution.

Retirees
Retirees who are members of UnitedHealthcare (UHC) with dependents enrolled in a Cigna plan will see a rate increase in both medical and dental costs. Please refer to the rate sheet by clicking here, retiree rate sheet.
Retirees enrolled ONLY in UHC will see a slight increase in their dental plan costs. Please refer to the rate sheet by clicking here, retiree rate sheet.

Retirees
The Government of the US Virgin Islands provides superior health benefits to our retirees. Retirees under 65 years of age are covered by CIGNA Healthcare and retirees over 65 years of age are covered by United Healthcare.
