Virgin Islands Certified Public Manager® Program

The Virgin Islands Certified Public Manager® Program (VICPM) is a collaborative effort between the Division of Personnel (DOP) and the University of the Virgin Islands (UVI) and UVI’s Center for Excellence in Leadership and Learning (UVI-CELL). The Virgin Islands Certified Public Manager® Program is accredited by the National Certified Public Manager® Consortium.
VICPM Program Information
The Virgin Islands Certified Public Manager® Program (VICPM) is a nationally accredited, comprehensive management development program open to employees within local and federal government agencies, non-profit organizations, and private sector businesses in the U.S. Virgin Islands.
The program’s primary goal is to improve the performance of public sector managers, supervisors and the organizational performance of state, local and federal governments.
PROGRAM STRUCTURE
The curriculum is based on the seven (7) core competencies established by the National Certified Public Manager® Consortium:

PROGRAM DETAILS
Requirements for Certification:
The Virgin Islands CPM Program is a rigorous program of study. The Program consists of three phases, totaling 300 hours (usually over a 14-month period). Participants must complete all three phases to be certified:

- PHASE I: SUPERVISION
Focuses on supervisory training and assessment of managerial skills; it concludes with a written project.

- PHASE II: MANAGEMENT
Participants must complete various management courses as well as a take-home review demonstrating what they have learned.

- PHASE III: SENIOR MANAGEMENT
Brings together training from the previous phases in case studies, a simulation, leadership seminar, and an applied project (Capstone Project). The applied project is typically a real-world problem faced in the CPM participant’s agency that would benefit from a systematic application of the principles taught in the classroom.

VICPM PROGRAM COURSES
Level of Instruction
CPM instruction is at the college graduate level. Candidates for the “CPM” designation are required to demonstrate above average skills in many areas including oral and written communication, critical thinking, and strategic thinking.
Instructors
CPM courses are taught by UVI faculty and qualified practitioners in their areas of competence.
Class Schedules
Individuals selected to participate in the VI CPM Program attend classes for three (3) consecutive days each month, 9:00 a.m. - 4:00 p.m.

Government of the Virgin Islands and Non-Profit Organizations: $3,500 (Program Fee)
USVI Local Government (including Executive Branch, Autonomous/Semi-Autonomous Agencies, Legislative Branch (central staff only), and the Judicial Branch)
The Program Fee for the 2023–2024 Virgin Islands Certified Public Manager® (VICPM) Colleague Group shall be waived for individuals who meet the following criteria:

Employment Status: The applicant must be employed full-time with the Government of the U.S. Virgin Islands, specifically within the Executive Branch, an Autonomous or Semi-Autonomous Agency, the Judicial Branch, or the central staff of the Legislative Branch.

Application and Acceptance: The applicant must apply to and be formally accepted into the current VICPM Program under their official GVI position.

Continued Service Agreement: As a condition all approved participants are required to execute the GVI Continued Service Agreement, thereby committing to a designated period of continued service with the Government of the Virgin Islands following completion of the program.

Please Note: This funding provision is not applicable to individuals employed within the individual offices of senators in the Legislative Branch.

STEP 2: Complete the E-Sign Packet
Deadline for all signatures: Monday, June 30, 2025, by 9:00 a.m.
Once you submit your online application, the system will email a follow-up e-sign packet to the required signers in this order:

You must complete and sign these forms within the e-packet:

- Continued Service Agreement (CSA) – You agree to serve from August 2025 to August 2028.
- Proposed Individual Applied Project Form – On this form, you will describe the Capstone Project you plan to complete during the program. 2nd Signer: Your Immediate Supervisor

- Supervisor Support Form – Explain why you’re a good fit for the program.
- Approval of Participation Form – Confirms their support and responsibilities.
3rd Signer: Your Agency Head

- Approval of Participation Form – Confirms their support and responsibilities.
If your supervisor is also your agency head, they’ll receive links to complete both sections.
