Retro Commission Project Overview

PHASE 1

The first (1) phase of the retro-project encompassed the gathering of raw data from approximately 38,275 Official Personnel Records (OPR). Based on that approach, it required the manual review of more than one million (1,531,000) pieces of paper containing information regarding NOPA history and other pertinent documents within the OPR files. The following chart illustrates the findings of the Retro Commission thus far.

PHASE 2

The second (2) phase of the retro project will be undertaken by the Department of Finance. In phase two (2), the Department of Finance has the responsibility of taking the raw data collected by the consultants and inserting the actual hours worked for the time frame for each employee entitled to retroactive payment. This insertion of the actual hours worked will allow us to identify the actual cumulative amount owed to the individual employee and enable the government to finally ascertain the true cost of this obligationAs of February 2010, DOF has reviewed more than 9,000 files for those who are eligible.

PHASE 3

The third (3) and final phase of the project is the phase that everyone is most interested in. During this phase, the Commission will disseminate by mail to retirees, active and inactive employees, an official notice of their eligibility to receive a retroactive lump sum payment. The notification document will outline the period they are being compensated for, the cumulative amount associated with those periods and the payment schedule. Also, each individual deemed ineligible to receive a retroactive payment will also receive official notification.

Rules and Regulations for Participation of Eligible Non-Profit Corporations
The Virgin Islands Health Insurance Board of Trustees have promulgated rules and regulations implementing the provisions of Section 3 of Act No. 6645, which provides that persons employed by a non-profit corporation that is annually funded 75% or more by federal or Virgin Islands Government funds shall be eligible to participate in the group health insurance plan of the Government of the Virgin Islands.
